Bill Analysis
Under current law, a commissioners court of a county may regulate solid waste management in areas of the county not in a municipality or the extraterritorial jurisdiction of a municipality. HB 1584 is a local bill (for certain counties near the international border) that would also allow a commissioners court to establish a mandatory program to manage waste. Individuals who meet certain requirements would be eligible for exemption from the program.
