Bill Analysis

Under current law, a commissioners court of a county may regulate solid waste management in areas of the county not in a municipality or the extraterritorial jurisdiction of a municipality. HB 1584 is a local bill (for certain counties near the international border) that would also allow a commissioners court to establish a mandatory program to manage waste. Individuals who meet certain requirements would be eligible for exemption from the program.

Due to the local and limited nature of this bill, HB 1584 neither uplifts nor offends our liberty principles. We remain neutral.
