Bill Analysis

HB 1555 would allow lottery tickets to be sold at a location that is required to have a wine and beer retailers permit as long as less than 30% of that location's gross receipts are from the sale of alcohol.

Vote Recommendation Notes

Texas Action supports this bill. HB 1555 upholds or principles of limited government and free markets by allowing more businesses to sell lottery tickets. This bill would give these individuals more freedom to conduct business as they wish with less interference from government regulations. Rather than tinker around the edges of this area of public policy, this bill could be improved by removing altogether any restrictions on where lottery tickets may be sold. As long as Texas is going to allow the sale of lottery tickets there is no reason consistent with limited government to micromanage where they are sold.
