Bill Analysis
HB 1449 would forbid political subdivisions from imposing a fee, charge, or demand on new construction for the purpose of offsetting the cost or rent of residential housing. Residential density bonus programs in which a zoning waiver is issued for a voluntary fee payment or the voluntary provision of affordable housing or other defined public benefit is exempt from this prohibition.

Texas action supports this bill. HB 1449 upholds our principle of limited government by reducing regulation and fees charged on new construction which are known to increase the cost of housing.
