Bill Analysis

This is a local bill. HB 1207 would grant the Kaufman County Fresh Water Supply District 1-A certain powers to implement and finance road projects. A district may contract with a state agency, political subdivision, or corporation to carry out joint road projects, and may split into two or more districts if it has no outstanding debt and is not imposing taxes. This district can impose an assessment of property in its jurisdiction and may issue bonds and other obligations to pay for a project.

Vote Recommendation Notes

While this bill would modify and expand the authority of an existing special purpose district, due to the limited local nature of this bill and the unique role these types of districts play in allowing development to take place in a way that makes the users of the service responsible for the cost of that development we are neutral on this legislation. We do recommend that this district be subject to sunset provisions so they do not operate in perpetuity.
