Relating to the reimbursement of prescription drugs under Medicaid and the child health plan program.
Fiscal Notes
From the LBB: The fiscal implications of the bill cannot be determined at
this time but a significant cost is anticipated. The bill is expected to result
in an average increase to the per prescription cost of reimbursement under
Medicaid and the Children's Health Insurance Program (CHIP), which is expected
to result in a significant overall cost due to the large number of
prescriptions reimbursed under those programs.
Bill Analysis
This bill would change the reimbursement methodology of prescription drugs under Medicaid to require the managed care organization to reimburse a pharmacy for not less than the lesser of the average of the actual acquisition cost for the drug plus a dispensing fee or the amount claimed by the pharmacy/pharmacist.
Vote Recommendation Notes
This bill would likely drastically increase reimbursements for prescriptions under CHIP. While this would be good for providers since they would get reimbursements closer to the actual cost of the drugs and would not have to absorb as high of costs for CHIP enrollees, this bill would violate our limited government principles since it would result in a huge cost increase to the state.
