No fiscal implication to the state is anticipated.
Bill Analysis
HB 1116 would abolish the procedure of the awarding of a contract from the comptroller with a value of $100,000 or more over the life of the contract. Also, the Statewide Procurement Advisory Council would be abolished.
Vote Recommendation Notes
This bill enhances our limited government principle by improving the efficiency of the Comptroller's office through eliminating steps in the process of awarding contracts and eliminating an unnecessary advisory council. While we support transparency in public finance and contracting, it is our view that this bill promotes efficiency without diminishing transparency. We support HB 1116.
