Bill Analysis
Under current law, rates charged by utilities are required to be just and reasonable (without showing preference or prejudice). HB 1083 would allow utilities to establish reduced rates for certain classes of elderly citizens and allow utilities to establish a donation fund to recover the costs.
Vote Recommendation Notes
This bill deals with private businesses creating programs that they think will help benefit their customers using charitable contributions. Because the company is barred from passing the cost on to consumers not in the program and the fact that this bill deals with private companies we remain neutral on this bill.
