Bill Caption
Relating to the applicability to certain draft grant applications of the exception from disclosure under the public information law for agency memoranda.
Fiscal Notes
From the LBB: no significant fiscal implication to the state is anticipated.
Bill Analysis
Under current law, an interagency or intraagency memorandum or letter that would not be available by law to a party in litigation with the agency is excepted from public information requirements. HB 1082 would remove the exception for a draft grant application after the governmental body submits the application, determines not to submit the application, or the application deadline has passed.
Vote Recommendation Notes
This bill enhances our limited government principle by increasing transparency in regards to draft grant applications. Citizens deserve to know what money is planned to be spent on. We support HB 1082.
