Bill Analysis

This bill amends Government code by allowing drones to take pictures of telecommunication sites, for the purpose of maintaining those sites for maintenance and reports. HB 106 also strikes out the provision of the law that says drones can take pictures of real property 25 miles from the border. 

Vote Recommendation Notes

This bill is an affirmation of private property rights, therefore, we support this bill. The inclusion of telecommunication sites makes sure that they are protected by their property owners. Some may be concerned that this would inhibit law enforcement from using drones in monitoring the border area for illegal immigrants, however the statute would still permit law enforcement to capture images of real property with the permission of the property owner. The statute also would continue to allow a property owner to give such permission to anyone else, regardless of whether they are members of law enforcement.
