Bill Analysis

HB 1036 would amend the Insurance Code to require a health benefit plan that provides coverage to a female who is at least 35 years old must include coverage for digital mammography and breast tomosynthesis. 

Vote Recommendation Notes

This bill violates our free market and limited government principles by mandating private insurers offer certain coverage. It is the role of consumers to shop for the best plan to fit their needs not have the government mandate what kind of coverage private insurers offer. It is worth noting that mandates like these are a significant factor in driving up the costs of health insurance and healthcare. For these reasons, we oppose HB 1036. On a related note, it is our view that the state and federal governments should stop mandating any particular coverage and allow insurers to offer a variety of plans people want at prices they are willing to pay. This would go a long way toward reducing costs and increasing choices for consumers.
