Bill Analysis

Current law allows a county commissioners court to establish and maintain a county law library at the county seat.


House Bill 1021 would expand this authority by amending the Local Government Code to allow the commissioners court of a county to establish a county law library at a location other than the county seat. This would also permit the creation of a free joint law library in cooperation with other counties for the benefit of the cooperating counties. Finally, allowable uses of the County Law Library Fund would be expanded to allow for the establishment and maintenance of a self-help center to aid those representing themselves in court.

This is a procedural bill that updates possible locations for law libraries and does not appear to have a connection to our liberty principles, therefore we remain neutral.
