Relating to the development of and contracting for reclaimed water
facilities in certain municipalities.

Bill Analysis
Under current law, the state can enter into contracts to repair, reconstruct, replace, expand, operate, and maintain water projects. HB 101 is a local bill that would establish the ability of certain municipalities to qualify to enter into these contracts and clarify that these contracts are payable from a pledge of utility revenues (not from ad valorem taxes). Otherwise, the details of the utility development contract are largely left to the discretion of the municipality.
