SB 991, if passed, would certify the General Land Office of
Texas and the Texas Water Development Board to conduct a study regarding the
use of wind and solar power to desalinate brackish groundwater. This report
would be required to be submitted to the governor and legislature no later than
December 31st 2016.
As SB 991 would not actually authorize any projects or
increase spending, but merely authorize a report. There are no substantive
affects, positive or negative, on our principles. We are neutral on SB 991.
