Bill Analysis

Currently, Family Code prohibits the unsupervised visitation of a child by a parent if there is credible evidence of a past or present history of child neglect or sexual or physical abuse. SB 950 would amend this to prohibit any person from unsupervised access with the same past or present history who may have access to the child through their relationship with the parent.

Vote Recommendation Notes

This bill would affirm the principle of personal responsibility, therefore we support this bill. Protecting parental rights relating to responsibility for their children is an important aspect of this principle, particularly when the parents are not married and the parent without custody or not currently providing care for the child has no control over the people introduced into the child's life by the other parent. SB 950 would help further this goal by working to prevent children from being in potentially unsafe situations.
