The bill would require the executive commissioner of the Health and Human Services Commission to establish a Long-Term Care Facility Survey and Informal Dispute Resolution Council by December 1, 2015. The council would be composed of certain Department of Aging and Disability Services employees, surveyors with a specific level of training, informal dispute resolution leaders, and long-term care facility administrators. The council would be required to recommend uniform standards for protocols to make survey, inspection, and informal dispute resolution processes more efficient and less burdensome on long-term care facilities.
The objective of this legislation is to establish a council to assist
HHSC in addressing inefficiencies in the survey, inspection, and informal dispute
resolution processes. The council’s recommendations would hopefully reform
administrative oversight of long-term care facilities. We support SB 914
because it promotes government efficiency and reform, and fits within our view
of a legitimate role of government.
