SB 2059, if passed, would modify the Transportation Code
(Section 451.501, Section 451.504, and Section 451.505) which deals with the
appointment of board members of the Houston METRO system. Four major changes
are made. The first change would allow for six additional members to be appointed
to the board, raising the number of board members from five to eleven. The
second change related to the apportionment of board members when there is a
vacancy on the board which is not filled within 45 days. The third change would
place members into alternating and staggered terms. The fourth change, like the
second, is a procedural addition to code dealing with board vacancies.
SB 2059 is essentially a procedural bill as it deals
exclusively with the mechanisms behind apportioning METRO board members. There
is no fiscal note. As such there are no positive or negative effects on our
principles and we are neutral on the bill.
