Bill Analysis

SB 2054 would require the Texas Juvenile Justice Department (TJJD) to transfer certain property to the State Orphans Home Alumni Association. The property in question is a cemetery that was part of the now defunct State Orphans Home. Many former residents of the home are interred at that cemetery. This legislation would transfer ownership and maintenance responsibilities from TJJD to the State Orphans Home Alumni Association.

Vote Recommendation Notes

Transferring the cemetery and the accompanying maintenance responsibility to a private organization supports our limited government principle. The cemetery may not be a substantial expense to the state, but transferring this responsibility would shrink the scope of government even if slightly. It would also ensure that the cemetery is under the care of an organization that is likely to serve as its best caretaker.
