Bill Analysis
SB 1896 would require the Texas
Education Agency to establish interactive electronic tutorials that provide a
comprehensive review for each end-of-course exam mandated by state law, to be provided through the state virtual network for education. It would be free of charge to Texas public school students and be available by the 2015-2016 school year.
Vote Recommendation Notes
While helping to ensure that students have the tools to pass end-of-course exams and do not have to use additional money and time to retake exams is important, there is a negative fiscal cost to providing these tutorials. Additionally, it would be better to provide a higher quality of education overall so students do not need to resort to using tutorials to prepare for these exams. Because of these considerations, we are neutral on SB 1896.
