Local Government
School districts participating in the consortium would be required to
submit performance and progress reports of the consortium to governor,
the legislature, SBOE, and the commissioner not later than December 1 of
each even-numbered year. School districts participating in the
consortium could face costs related to submitting the required report.
SB 1771 would add the State Board of Education (SBOE) to the group of those informed by the Texas High Performance Schools Consortium (established to advise governor, the legislature, and the Texas commissioner of education to improve public education).
The bill would require an open-enrollment charter
school to have been awarded a distinction designation during the
preceding school year to participate in the consortium. The bill would
increase the maximum number of students enrolled in consortium
participants from 5 to 10 percent of the total number of students
enrolled in public schools.
