Relating to the duties of the Title IV-D agency regarding the establishment, collection, and enforcement of child support.

Bill Analysis

SB 1727 would make amendments to increase the efficiency of the Child Support Division (Title IV-D agency). The bill would amend code to allow the Child Support Division to transmit orders directly to the vital statistics unit of the Department of State Health Services.  If information is requested from a governmental agency, institution, private company, or other entity by the Child Support Division then it would be required no later than the 7th day after receiving the request. 

The bill would allow the Child Support Division to file an appropriate child support review order if grounds exist for modification, rather than being required to wait at least 3 years. The Child Support Division would be able to order parentage testing if the child's parentage has not been previously acknowledged or adjudicated.  SB 1727 would redefine "employee" by adding reference to an independent contractor as defined by the Internal Revenue Service.
