Bill Analysis
SB 1716 seeks to amend Section 392.0331 such that Houston's municipal housing authority can
comply with Section 392.0331 by appointing as commissioners at least two persons who are
directly assisted by the housing authority, either as tenants of public housing under the housing
authority’s jurisdiction or as recipients of housing assistance through the housing authority’s
housing choice voucher program.
Vote Recommendation Notes
SB 1716 would allow for greater representation on the Houston municipal housing commission by allowing a recipient of the housing choice voucher program to count towards the mandated two persons who are directly assisted by the housing authority. While SB 1716 would make local government open to more people directly affected by its policies, this is a local administrative change and we are neutral on the bill.
