The governing body of a municipality may not authorize the municipality to collect a mandatory payment authorized under this chapter without an affirmative vote of a majority of the members of the governing body.
SB 1387 would allow the city of Beaumont to create a Local Provider Participation Fund (LPPF) to collect mandatory payments from paying hospitals based on those hospitals net patient revenue to provide the nonfederal share of a Medicaid supplemental payment program. This would provide a mechanism for intergovernmental transfer of funds so that the city can draw down federal federal funds.
