SB 1337, if enacted, would modify the Water Code (Section 16.053) by exempting certain financial assistance programs from being subject to water loss audits. The various financial programs which could be used to fund water projects are listed under Chapter 15 of the code. The programs which would be exempted are the Water Bond Insurance Program, Research and Planning Program, Financial Assistance for Water Pollution Control and, Program for Water and Wastewater Financial Assistance for Disadvantaged Rural Communities.

No changes have been made to this bill in House committee. The second chamber sponsor is Rep. Eddie Lucio III.

First chamber recommendation: 

The rationale behind SB 1337 is a reasonable one, in that programs which have nothing to do with water supply projects have no reason to be subject to water loss audits. However, since this bill is essentially procedural, and does not positively, nor negatively affect our principles, we are neutral on SB 1337.
