No significant fiscal implication to the State is anticipated.
SB 1105 would give The State Fire Marshal’s Office (SFMO)
the authority to periodically inspect all buildings that are owned or leased by
a state agency. This means the SFMO can inspect state agency buildings that are
not under the purview of the Texas Facilities Commission (TFC).
Lastly this legislation would add a new provision that
clarifies that the state fire marshal is the sole authority with fire safety
jurisdiction over state-owned buildings.

No amendments or modifications have been made to the bill in House committee.
Recommendation:
This legislation would clarify the authority of the State Fire Marshall's Office to inspect state owned or leased buildings that are outside the purview of the Texas Facilities Commission. Since SB 1105 does not have a direct relation to our liberty principles, we stand neutral on this legislation.
