Fiscal Notes

No significant fiscal impact to the State or local governments is expected. SB 1092 only applies to Harris, Dallas, Tarrant, Bexar, and Travis counties. 

Bill Analysis

SB 1092 seeks to allow counties with with a population of one million or more to donate $100,000 in a calendar year to one or more crime stoppers or crime prevention programs to assist in meeting those organization's goals defined by Sec. 351.901(a) Local Government Code. Currently the law only allows for donations up to $25,000 per calendar year regardless of county population. 

SB 1092 only applies to Harris, Dallas, Tarrant, Bexar, and Travis counties. 

Vote Recommendation Notes

SB 1092 would allow the more populous counties to donate up to $75,000 more per calendar year to crime stoppers or crime prevention programs than currently allowed under law. It does make some sense to allow larger counties to spend more than less populous counties on crime prevention efforts. However, while these crime prevention organizations have been shown to be very helpful in addressing local crime this is a local matter, SB 1092 does not fall within the scope of our Liberty Principles and therefore we are neutral on this bill. This neither grows nor shrinks government, rather it provides some discretion to certain county prosecutors regarding the allocation of funds that would otherwise be spent elsewhere.
