HCR 74, if passed, would resolve that the Texas Water
Development Board, and the Texas Commission on Environmental Policy work to
create a potable water recycling project in Region C, and that the Commission
encourage the development of further renewable energy projects. The resolution
is preceded by a series of findings which note that drought is a major problem
in Texas, particularly in the Dallas-Fort Worth area.
We agree with the findings that drought is a major issue in
Texas. However we are concerned with the resolutions themselves. We cannot
speak to the need for water recycling projects in Region C but they very well
may be prudent. More concerning though is the notion that the Commission should
encourage renewable energy projects. This encouragement is almost certain to
cost the state at some point, and though renewable energy is an intriguing and
promising area, we do not believe it is the legitimate function of the state to
offer preferential treatment to some industries as opposed to others. For this
reason we oppose HCR 74.
