Based on information provided by the Legislative Budget Board and the Department of Information Resources, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.

Bill Analysis

HB 986 would make the director of the Legislative Budget Board appoint a Chief Innovation Officer. This new position must use strategic innovation to promote innovation and creative thinking in determining and implementing the best practices for improving internal state government efficiency and performance while also improving the interactions between state government and residents, businesses, and local governments. 

Vote Recommendation Notes

HB 986 seeks to help increase efficiency in state government which is a desirable goal. While this bill is likely sound policy, we have no basis for determining whether the addition of a Chief Innovation Officer would achieve that goal. For this reason we are neutral.
