Bill Analysis

HB 872 would add requirements for reactivation of a peace officer’s license after a break in employment. A peace officer’s license would be renewed as long as they completed at least 10 years of full-time service as a peace officer in good standing before the break in employment, meets current licensing standards, and completes necessary training requirements.

Vote Recommendation Notes

Current Texas statutes states that the Texas Commission on Law Enforcement (“commission”) “shall adopt rules establishing requirements for reactivation of a peace officer's license after a break in employment.” HB 872 extends this current provision by forcing the commission to reactivate a peace officer’s license by changing the law to require reactivation for officers who fulfill a list of requirements. This bill does not promote the autonomy of the established bureaucracy, but places further authority into the hands of elected officials. We support this bill for preserving limited government.
