Bill Analysis

HB 798, if passed, would allow for the creation of a task force to study methods to prevent the theft of desert plants. The report of to be delivered no later than December 1st 2015 and covers a number of desert plants including cactus varieties, agave, and yucca. The study will examine the manner in which said plants are stolen, and how to create a legal regime to handle such theft. 

Vote Recommendation Notes

HB 798 is prudent policy given the problem of plant theft from private property. However, because the bill essentially authorizes a task force and a study, and does not affect the public sector or carry a fiscal cost, we are neutral on the bill.
