Bill Caption

Relating to cardiac assessments of participants in extracurricular athletic activities sponsored or sanctioned by the University Interscholastic League.

Fiscal Notes

No significant fiscal implication to the State.

Local Government Impact

Some school districts pay for physical exams for their student athletes. These districts would experience increased costs if they chose to also pay for the required electrocardiograms. The districts might choose to pay the additional costs or to pass them on to parents or guardians of students.

Bill Analysis

HB 767 would amend Education Code to add an electrocardiogram to the physical required of students by the University Interscholastic League before participation in an athletic event sponsored or sanctioned by the UIL. The student would be required to have an electrocardiogram before the first year of participation and another one before the third year of participation. UIL would be required to adopt rules to implement the policy, including waivers for financial or religious reasons.

Vote Recommendation Notes

This bill neither affirms nor abridges the principles of liberty, therefore we are neutral on this legislation. The bill only adds another part to a requirement that already exists for student athletes.
