Bill Analysis
HB 640 would make the Department of Public Safety conduct a study to determine the feasibility of establishing drivers license identification systems for personal phones, evaluating the security risks to personal information, and surveying and evaluating the digital license policies of other states. The report is due by September 1, 2016.

This bill neither affirms nor abridges our liberty principles. But we would like to see more information before we arrive at a decision regarding the issue of using mobile devices to show picture identification. We remain neutral.
