to state collaboration with federally recognized Indian tribes.
No significant fiscal implication to the State is
anticipated.
HB 63 would require each state agency to collaborate with
Indian tribes when developing and implementing policies that directly affect Indians.
Additionally, each agency would need to develop a training program for its
staff that promotes communication and collaboration with the tribes. Also all
agencies would have to provide an annual report to the governor regarding their
collaborative efforts with those tribes.
Lastly, this legislation would establish a state-tribal
summit for the Governor or a representative of the Governor to attend with
tribal leaders. The summit, which must take place in the latter half of each
fiscal year, would be used to help address issues of mutual concern.
Policy related to federally recognized Indian tribes is generally the responsibility of the federal government. We do not see a state level problem to which this legislation is a solution. While this legislation could lead to some bureaucratic delays in implementation of state policy, there does not appear to be any discernible connection to our liberty principles. We remain neutral on HB 63.
