Bill Caption
Relating to the creation of the Cameron County Healthcare District; granting the authority to impose a tax and issue bonds; granting the power of eminent domain.
Fiscal Notes
No fiscal implication to the State.
Local Government
Because the bill would not have statewide impact on units of local
government of the same type or class, no comment from this office is
required by the rules of the House/Senate as to its probable fiscal
implication on units of local government.
Bill Analysis
HB 4182 would amend the Special District
Local Laws Code to create the Cameron County Healthcare
District, subject to petition requirements and voter approval, and to specify
that, if created, the district operates and is financed as a hospital
district. The state and legislature is prohibited from being financially responsible for the district or making appropriations. The bill would provide for the district's powers, general financial procedures, gives the managing board the power to issue bonds, a property tax at 25 cents per $100 valuation, and eminent domain power.
Vote Recommendation Notes
This bill would affect the individuals of Cameron County and is subject to voter approval. For this reason, we remain neutral on HB 4182.
