required by the rules of the House/Senate as to its probable fiscal

Bill Analysis
        HB 4182 would amend the Special District
  Local Laws Code to create the Cameron County Healthcare
  District, subject to petition requirements and voter approval, and to specify
  that, if created, the district operates and is financed as a hospital
  district. The state and legislature is prohibited from being financially responsible for the district or making appropriations. The bill would provide for the district's powers, general financial procedures, gives the managing board the power to issue bonds, a property tax at 25 cents per $100 valuation, and eminent domain power.
