HB 4174 would establish a defined
area in the Fort Bend County Water Control
and Improvement District No. 2, which grants the district the authority to engage in projects and services that
uniquely benefit the defined area and provides authority to issue bonds and
impose assessments, fees, and taxes.

Due to the local nature of this bill and because the people of the district would have the ability to vote on whether or not to fund extra local debt and impose taxes, we are neutral on this legislation.
