Bill Analysis

HB 4047 would amend Education Code to add two items to a list of items that an open-enrollment charter school is subject to by law. The bill would add the right of an educator to join or refuse to join any professional association or organization and add the right of a teacher to be free from coercion to join any group, club, committee, or organization or to refrain from participating in political affairs in the teacher's community, state, or nation.

Vote Recommendation Notes

This bill would open the door to union-like organization of open-enrollment charter schools. We oppose the expansion of public employee unions of any sort because they inherently work against the interests of the taxpayer. For this reason we oppose HB 4047 on limited government grounds.
