Bill Analysis

HB 3724 would amend the chapter entitled “Habeas Corpus” within the Code of Criminal Procedure to reflect changes to the procedure related to certain scientific evidence. This bill would allow the court to consider the field of scientific knowledge and the testifying expert’s scientific knowledge has changed, in order to grant a convicted person relief on an application of habeas corpus.


Vote Recommendation Notes

HB 3724 would be aligned with our individual liberty principle by making it easier for technological advancements to be used to grant a convicted person relief on an application of habeas corpus. We support HB 3724.
