Bill Analysis

This legislation would require the Texas Ethics Commission to define in order of seriousness, each violation of law alleged in a sworn complaint or on a motion of the commission as: a technical, clerical, or de minimis violation; an administrative or filing violation; or a more serious violation, and would require the  commission to adopt rules defining what violations of law are included in each category of violation.

Vote Recommendation Notes

This legislation would establish a categorical understanding of the process to handle complaints filed with the Texas Ethics Commission in order of the severity of the violation, and would instruct the TEC to establish rules for the process of each violation in the category.  We are neutral on this legislation, as this legislation is more procedural within the TEC, and does not weigh for or against the principles that guide our bill analysis.
