HB 3476 would amend the Texas statutes to expand who would be eligible to home telemonitoring services under Medicaid, such as the elderly, those suffering from asthma, any terminal illness, and/or exhibits any other serious health risks. Home telemonitoring service means a health service that requires remote monitoring of data to a licensed home health agency or hospital. This bill would also eliminate the expiration of medicaid reimbursement for home telemonitoring services, which would have expired in September 2015.
This bill would attempt to provide the legislature with comprehensive data on the cost-savings of home telemonitoring services by creating three pilot projects; (1) under Medicaid, (2) for Texas government employees, and (3) Texas public school employees. A report would be issued addressing to the legislature of the results of the pilot projects with an evaluation of the cost savings to the State and other measurements of effectiveness.
