No significant fiscal implication to the State is anticipated.

The bill would not prevent an individual from purchasing optional or supplemental coverage for an abortion under a health benefit plan other than a qualified health plan offered through a health benefit exchange. The bill would apply to qualified health plans offered through a health benefit exchange on or after January 1, 2016. The bill would apply to health benefit plans offered by the state of Texas on or after September 1, 2015.

The Teacher Retirement System and the Employees Retirement System have indicated that the bill would have no impact fiscal impact on the agencies or their healthcare plans. Texas A&M University System Administration and the UT System Administration have indicated that there would be no fiscal impact resulting from the bill. The Department of Insurances estimates that the bill would require no additional workload or resources from the agency.
