Bill Analysis

HB 2919, if passed, would modify the Government Code (Subchapter 1, Chapter 2166) by adding a new section (2166.410) which would create a new energy efficiency pilot program. This program would be established and maintained via a partnership between the Texas A&M Engineering Experiment Station and the State Energy Conservation Office. The State Energy Conservation office would guarantee loans used to financed increased energy efficiency in state owned buildings. The bill then goes on to list specific issues involved in the loan guarantee structure. 

Vote Recommendation Notes

The state should not be in the business of guaranteeing loans. Because HB 2919 brings a component of the government into an enterprise well outside of its legitimate function, and because of potentially manipulative and costly complications down the road, we oppose the bill.
