HB 2883 would allow a municipality that created a Fire Control, Prevention, and Emergency Medical Services District to add all or part of the territory in the municipality’s extraterritorial jurisdiction to the district and the district may impose a tax in that territory only if the addition of the territory and the imposition of the tax are approved by a majority of the qualified voters of the territory to be added voting at an election held for that purpose.
The board must adopt a budget plan and a fire control, prevention, and emergency medical services plan that includes the proposed addition of territory.
HB 2883 would allow municipality's with Fire Control, Prevention, and Emergency Medical Services Districts to expand the size of the district and impose a tax to fund the expansion after a budget plan is adopted and sent to the voters for approval. If the citizens of the municipality feel the expansion is necessary and are comfortable with a tax increase this bill would allow that expansion to be put to a vote. Due to the local nature of this bill, and the required approval of the voters who would be affected by the provisions of this bill, we are neutral on HB 2883.
