Bill Analysis

HB 2830 would amend code to allow a county clerk or a district clerk to not issue a refund for an amount of $2 or less unless the individual can request the refund in writing. 

Vote Recommendation Notes

If this legislation allowed a county clerk or district clerk to refund an amount less than $2 we would oppose. However, the bill simply allows the discretion to not automatically refund an amount under $2 unless the person to whom the refund is due makes  a request in writing. This protects taxpayers from the cost of sending refunds when the cost to send it is perhaps more than the actual amount of the refund itself while ensuring that a person may still receive the refund upon written request. We support HB 2830.
