No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 2805, if passed, would modify the Water Code (Section 11.085(s)) regarding interbasin transfers. Currently any state owned water taken from one river basin and transferred to another requires receiving a water right, amendment to permit, or other official authorization. HB 2805 would waive this requirement if the transfer meets a certain set of criteria regarding the types of transfer and the districts involved. 

Vote Recommendation Notes

We recognize that water management is a legitimate function of the state and that HB 2805 would grant slightly more flexibility to the process of interbasin transfers. For this reason we support HB 2805.
