HB 2587 would require the Division of Workers' Compensation of the Texas Department of Insurance (TDI) to conduct a study regarding employers who do not participate in, and injured employees who are not covered under, the workers' compensation system. 

Vote Recommendation Notes

Generally we have taken a neutral position on studies since a study generally does not impact our liberty principles, although legislation proposed based on the study may. Still, studies are generally harmless. However, this study seeks to analyze private employer participation in the workers' compensation program with the ostensible aim of getting more businesses to participate in the system. Interference in the private employer-employee relationship is not a proper use of state power and resources. This would violate our free market and limited government principles. For these reasons, we oppose HB 2587.
