Relating to the operations of health care funding districts in certain
counties located on the Texas-Mexico border.

No significant fiscal impact to the State or local governments is expected.
Bill Analysis
HB 2476 would repeal Section 288.0032 Health and Safety Code which provides that the Local Provider Parcitipation Fund (LPPF) for the counties of Hidalgo,
Cameron,
and Webb will automatically be abolished in December 2016. By removing
that provision, this legislation would remove the LPPF from sunset
review. The LPPF was originally created in 2013 by the 83rd Legislature.
For all practical purposes this legislation would make the LPPF a permanent entity.
Vote Recommendation Notes
Generally we prefer to keep sunset provisions and allow for special
purpose districts to remain subject to expiration. Due to the specific
nature of this hospital district which is funded by the federal
government and not by Texans and does not possess the authority to levy
taxes, sell bonds, or claim eminent domain, HB 2476 does not fall within
our Liberty Principles. We remain neutral on this legislation.
