Bill Analysis
The bill would require residential educational facilities that are members of the Texas Private School Accreditation Commission (TPSAC) and operate primarily for educational purposes for pre-k and above to comply with child-care licensing requirements and all Department of Family and Protective Services (DFPS) rules and minimum standards, if at any point during the academic year: more than either 25 children or 30 percent of the children at the facility are victims of human trafficking; and the facility provides to or intends to provide specialized services to treat and support trafficking victims.
Vote Recommendation Notes
This legislation would increase the occupational licensing burden on private institutions, such as boarding schools, that provide or intend to provide supplementary services to child victims of human trafficking. We oppose HB 2360 because it abridges our limited government principle.
