This bill was amended on the House floor but not in the Senate committee. We continue to remain neutral on HB 2131. The first and second chamber analyses are below.

First chamber analysis below:

The bill would amend Chapter 32 of the Health and Safety Code to require the Department of State Health Services (DSHS) to designate health care entities meeting certain criteria as centers of excellence for fetal diagnosis and therapy. The bill would require the Health and Human Services Commission (HHSC) to adopt rules establishing the criteria. The bill would require that HHSC appoint the Fetal Diagnosis and Therapy Advisory Council to advise DSHS on the designation of health care entities. 

Second chamber analysis below: 

The bill would amend Chapter 32 of the Health and Safety Code to require the Department of State Health Services (DSHS) to designate health care entities meeting certain criteria as centers of excellence for fetal diagnosis and therapy. The bill would require the Health and Human Services Commission (HHSC) to adopt rules related to the designation of health care entities. The bill would require DSHS to appoint a subcommittee of the Perinatal Advisory Council to advise the advisory council and DSHS on the criteria necessary for the designation of health care entities.
