Fiscal Notes

HB 2089 will result in a negative impact of ($251,543,000) through the biennium ending August 31, 2017. Over the next five years HB 2089 will result in a negative impact of over ($500,000,000). About 75% of the lost revenue will come from the General Revenue Fund, 24% will come from Foundation School Fund 193, and the remaining 1% will come from the Texas A&M Real Estate Center.

HB 2089 repeals Occupations Code statutes establishing fee surcharges, additional fees, and fee increases relating to physicians, chiropractors, dentists, optometrists and therapeutic optometrists, psychologists, veterinarians, accountants, engineers, architects, landscape architects, interior designers, land surveyors, real estate brokers, and property tax consultants.

HB 2089 repeals Tax Code provisions relating to a $200 annual tax imposed on attorneys.

HB 2089 also repeals a Blue Sky Law Securities provision increasing original or renewal application fees by $200 of a dealer or investment adviser or for an agent, officer, or investment adviser representative and the submission of a notice or renewal notice filing for a federal covered investment adviser or for an investment adviser representative of a federal covered investment adviser.

HB 2089 seeks to repeal a large number of occupational license fees and their statutory increases. The widespread repeal sought through this bill will liberate the Free Market by drastically reducing the governmental burden on physicians, chiropractors, dentists, optometrists, therapeutic optometrists, psychologists, veterinarians, accountants, engineers, architects, landscape architects, interior designers, land surveyors, real estate brokers, property tax consultants, attorneys, and investment advisers.
