Bill Analysis
House Bill 1991 would amend Chapter 2267 of the Government Code relating to public and private facilities and infrastructure to specify under Section 2267.001 the definition of qualifying project to include "a convention center hotel or another venue as defined by Section 334.001 of the Local Government Code.
Vote Recommendation Notes
According to the statement of purpose for House Bill 1991, current law is not clear whether a convention center hotel or another venue, as defined under Chapter 334 of the Local Government Code relating to sports and community venues, are considered qualifying project for the purpose of public-private partnerships.
House Bill 1991 is clarifying law and does not appear to affect our Liberty Principles. Consequently, we will remain neutral on House Bill 1991.
