Bill Analysis
        HB 1798 amend the Education Code to change home-rule school 
districts to local control school districts (LCSDs). A local control 
plan (LCP) would require approval by the voters of the district, and a 
vote could be requested by petition to the school board.  The bill would make conforming changes in the code and establish provisions for local control school districts. 
    
    
        
        
Vote Recommendation Notes
        This bill would affirm the principle of limited government by authorizing an alternate organization method for school districts that places control over instruction, curriculum, and standards at the local level.  This would allow for better quality control, potentially leading to better educational quality for students. For this reason, we support HB 1798.
